City Flies Through Consultation to Initiate Merit Freezes
June 28, 2010 - The IAFF was cordially invited to attend a brief consultation meeting with the City of Norman to primarily discuss the topic of 'merit freezes' for FY11. The meeting was held on Friday, July 2, 2010 at 2:30 p.m.
This second consultation of recent history was a recap of the previous one in with the City feels all is required is to announce their intention to unilaterally take away from their employees. We have see this misguided tactic before in 2007 when the city threatened furloughs and layoffs only to be challenged by the IAFF negotiations team for their lack of evidence in an impending Financial disaster. That was taken to arbitration and was won by the Firefighters. Not only did the City have to give back some scaled benefits, they also awarded themselves, AFSME and the FOP the same percentage raise the IAFF won through our hard work and monetary effort.
So brothers, here we are again on July 2nd and the City is freezing merit steps for the FYE 11 contract without an agreement. We will obviously grieve this. Your Union leadership feels strongly you will be given restitution as once again the CON is doing their numbers game and claim financial hardship. The report from our CPA says differently. This will present itself in due time.
All employees will be getting a letter from HR explaining this extraction of benefits. It is also noteworthy to report that not only did the City Manager get a 4% pay raise in March he also received a 2% raise on his deferred comp plan. When inquiring about this we were told it was 'really kind of like a merit increase'; like we get (GOT).

City Consults with IAFF on Furlough Plan
May 5, 2010 - The IAFF Local 2067, with the City of Norman during today's scheduled consultation meeting, saw but one plan attempting to be placed on the 'fast-track'; city-wide furlough days.
The IAFF listened as the written plan was presented. The meeting was short. The IAFF, as currently positioned in negotiation sessions, have yet to fully review the city budget in cooperation with our independent auditor, to verify any finding, worrisome projection, shortcoming, misalignment, level of legality, or any misplaced estimate thereby allowing our bargaining group to fathom an explanation in gaining consideration for such a 'give-back'.
The IAFF currently declines consideration of such a proposal. However, "we'll get back to them on that."

March 30, 2010 - The IAFF Local 2067, after initiating a request for consultation to discuss ongoing topics, discussed the progressing EMT & Paramedic Protocols as it pertains to any perceived changes in working conditions and/or unilateral changes to either the contract or the differing nature of awareness in a multi-crew implementation of those changes.
Also discussed was the apparent stalling in installing and implementing of previously negotiated Rank Restructure and its associated program details. No particulars of today's meeting are available for discussion at this time due to some details still evolving in dialogue.
Consultation to Discuss Workplace Violence Policy
December 16, 2009 - On Thursday, December 17, 2009 from 9:00 a.m. to 10:30 a.m. the IAFF will take part in this scheduled consultation regarding EMS Basic requirements and a new Workplace Violence Policy; among other things.
Consultation Held to Discuss a Variety of Topics
October 19, 2009 - This Consultation meeting was held today by both the IAFF and the Cit of Norman in the Multi-purpose room at City Hall. The meeting issues of Workers Compensation Laws, the City's Drug Testing Policy, Sick Leave, Supervisor Training in Human Resources issues, and more. (Read letter of request...) Request for Consultation to Discuss Advanced Protocols for On-Duty Paramedics
UPDATE: March 5, 2009 - Explanation to the City concerning the desire for all parties, the City of Norman, the Norman Fire Department, the IAFF Local 2067, Norman Regional, the NRH Emergency Medical Director, and the six (6) members of the Local who are currently Paramedics, were held this morning in the multi-purpose room at City Hall.
All present realize the status of cooperation and level of commitment the Norman Fire Department and NRH's Emergency Department (EMSSTAT) have with one another. The level of success seen by Norman is unprecedented in the United States with a 'save-rate' of over 50%. (If a citizen in Norman were to have a heart attack, they have a 50/50 chance of actually walking out of the ER and continuing a quality life. Second to Norman, OK is King Co. Oregon touting in the upper 40% range. Beyond this, elsewhere in the country, an individual might have a 1 in 10 chance of any meaningful survival.
With this fact in mind, it seems all in the room are tentatively "on-board" with allowing a mid-contract MOI (Memorandum of Understanding) allowing for the Hospital Emergency Director to write individual protocols allowing our Department's Paramedics to provide a level of service meeting their training. This would prove only to add to the success already in place.
We remain in wait as the City's Legal department discusses this issue with the Mayor, City Council, City Manager and Norman Regional Hospital.
Albeit not a necessarily devicive factor, incentive pay for a Paramedic was and will continue to be addressed.
January 9, 2009 - In accordance with Article 6 Section 1 of the Collective Bargaining Agreement the IAFF Local 2067 has requested and scheduled a consultation meeting regarding the request by the Fire Chief to the Union in allowing our on-duty paramedics to have protocols set by the Medical Director of Norman Regional Hospital to allow a higher level of medical service to be performed by the Firefighter/Paramedics than our bargaining group is currently authorized to perform on critically ill patients. The meeting will be held on Thursday, March 5, 2009 at 9:00 a.m. in the Building C Conference room at City Hall.
It is viewed as a major change in what we as a Department are able to do for the Citizens of Norman in a life and death scenario. It is also supported by the Mayor as well as the Fire Chief & Medical Officer. It is a step in the direction toward a better medical system. It is however a change in working conditions and therefore must be consulted, or negotiated, whichever is appropriate. Due to our two-year agreement "consultation" is the best choice if we are to proceed at the urging of the Medical Director.
June 15, 2007 - A Consultation meeting has been scheduled between the City of Norman and the IAFF Local 2067 to discuss several issues. To be held on Tuesday, June 19th at 9:00 a.m., the meeting will include, but not limited to, clarification on questions concerning Random Drug Testing.
September 12, 2006 - On Monday, September 11, 2006 the IAFF met in consultation with the Fire Chief over the implementation of newly formed Hazardous Materials Response protocols. Under an earlier agreement, this consultation must take place prior to any change in working conditions relative to a newly added work environment. However, it was learned that situations beyond the control of the department caused an early release of the HazMat Unit prior to being 100% capable.
Currently, the HazMat Unit has received 85% of its equipment. Of that 85%, there are many items that have yet to be trained with and and/or placed in-service.
This unit and those serving on it, remains a "work-in-progress". The IAFF was assured it would be approached with updates and training opportunities as they develop in the near future.
The grievance filed to which this Consultation was spurred has been discarded.
