Military Leave - Active vs. Non-Active Leave Discrepancy

August 24, 2006 - During Arbitration proceedings, a Memorandum of Understanding ("MOU") was drafted in intending to resolve and settle this grievance with the City of Norman. Both parties came to terms on a settlement at the outset of today's hearing. (Read the Memorandum of Understanding...)


May 3, 2006 - This Grievance is currently beginning the arbitration process. Mr. Charles R. Greer of Forth Worth, TX has been selected as arbitrator for this issue. The date of the Arbitration on Military is set for August 24, 2006. (Read Request for Arbitration...) (See selection letter...)


December 2, 2005 - On November 15th The IAFF local 2067 held a consultation with the City of Norman concerning a change in the State law on Military Leave. According to the new guidelines leave permitted for Active and Non Active leave should be 30 days. The City made this change in Article 20 section 2 through memos to the Department Heads and then has since retracted their decision to grant the leave to Military Employees. The IAFF local 2067 believes the Cities interpretation on the change in state law is in error.

The solution to this grievance is to amend the Collective Bargaining Contract Article 20 section 2 and change the current 20 Days to the 30 Days granted by the State Law and leave Article 20 section 1 granting 30 Days for Active duty members as it is currently in the FYE 05-06 collective Bargaining Contract.
