Sleep Deprivation Report
(International Association of Fire Chiefs)

May 7, 2008 - A new report, The Effects of Sleep Deprivation on Fire Fighters and EMS Responders, along with its accompanying computer-based educational program, presents background information on normal sleep physiology and the health and performance effects of sleep deprivation. Countermeasures for sleep deprivation are reviewed, which relate to identifying those particularly susceptible to risks of sleep deprivation, individual mitigating strategies and work-related issues. The project was supported by a cooperative agreement between the IAFC and the United States Fire Administration (USFA), with assistance from the faculty of Oregon Health & Science University. 2008 Fire/EMS Safety, Health and Survival Week

The U.S Fire Administration is pleased to once again participate as a partner in the 2008 Fire/EMS Safety, Health and Survival Week, scheduled for June 22-28, 2008. The program is sponsored by the International Association of Fire Chiefs (IAFC) and the International Association of Fire Fighters (IAFF).
The theme for this year is Committed to Long Term Results, which encourages long term investments by both chiefs and firefighters to enhance their health and safety. The ultimate goal is to institute a strong culture of health and safety within the fire and EMS service.

Recommended activities and materials will incorporate three key areas where standard operating procedures, policies, and initiatives – along with the training and enforcement that support them – can limit fire and EMS personnel’s risk of injury or death.

  1. Initiate an emergency vehicle policy, to include:
    • Always buckle up.
    • Always stop at red lights and stop signs.
    • Always drive at speed limits and defensively.
  2. Fully implement the Wellness-Fitness Initiative:
    • Provide annual medical and physical evaluations.
    • Provide equipment and time for exercise.
    • Provide nutrition information.
  3. Fully implement NFPA 1500, especially sections addressing personal protective equipment (PPE):
    • Provide compliant PPE.
    • Train and enforce use of PPE, including respiratory protection

Keep watching www.iafc.org/safetyweek for more information on this year’s program and planning resources developed by the IAFC Safety Health and Survival Section.

Ex-firefighter Files Lawsuit Over Dismissal
(The Tennessean.com)

May 1, 2008 - Former Franklin firefighter Stephen Zachar has filed a federal lawsuit claiming his former bosses at City Hall unlawfully fired him.

The lawsuit, filed in late March in Nashville at the U.S. District Court for the Middle District of Tennessee, alleges that former Franklin City Administrator Jay Johnson, current city Fire Chief Rocky Garzarek and Human Resources Director Shirley Harmon "individually, separately and/or jointly" sought to remove Zachar after learning of his association with firefighters unions. Providence, R.I. Firefighters Win 10th Straight Pension-Related Arbitration
(The Providence Journal)

April 30, 2008 – The Providence firefighters union has won an arbitration decision that will mean higher pensions for a small group of retirees who retired from 2001 to 2004, the latest in a string of arbitration victories for the union. "This is the 10th consecutive pension-related victory that we've won, in arbitration, in grievances and in the court and yet they continue to fight us tooth and nail," said Paul Doughty, president of Providence's Local 799 of the International Association of Fire Fighters.

Arbitrator Mark L. Irvings ruled that the city violated the contracts for the years from 2001 to 2004 by failing to pay firefighters who retired during that period annual 3-percent compounded cost-of-living increases on their pensions.

Instead, the city was paying the retirees a smaller benefit, based on a city ordinance, not the fire contract.
That will mean a retroactive pay award for the 37 firefighers affected and higher payments going forward.
Despite the retroactive pay award, this decision is not expected to mean a big financial hit for the city, with its $616.7 million budget. Only 37 firefighters are affected, and to varying degrees, depending on their retirement date. Kerbel would not put a dollar figure on how much it would cost, but Doughty mentioned the $100,000 range as a possibility.

Providence has long been mired in a series of arbitrations with its fire union, which has a fractured relationship with Mayor David N. Cicilline's administration. (Read More...)

Norman's Annual Household Hazardous Waste Collection Event

April 25, 2008 - Help protect Norman’s environment by bringing your household hazardous waste to Norman’s annual Household Hazardous Waste Collection Event scheduled for 9:00 AM to 2:00 PM May 3rd, in the southwest parking lot of the Lloyd Noble Center. Citizens coming to the event need to enter from Jenkins or Chautauqua on the south side of Lloyd Noble Center. There is no charge to residents of Norman.

The collection provides an opportunity for Norman residents to get rid of dangerous items that can’t be put in the waste stream or taken to the landfill.

City staff expects 1000 to 1200 vehicles to deliver hazardous materials. Last year over 100,000 pounds of chemicals, 600 tires, 260 automotive batteries, and 19,000 pounds of electronic equipment were collected in 5 hours. Volunteers unloaded an average of 3 to 4 cars every minute. Many items will be accepted at this event: such as oil, paint, kerosene, cleaners, pharmaceuticals (in original container with personal information marked through), pool chemicals, pesticides, computers and computer accessories, automobile and small truck tires (without rims) and many more things. Some of the items that cannot be accepted are radioactive waste, explosives, business generated waste, household trash, and compressed gas or containers. Products need to be kept in their original containers and chemicals should not be mixed. Re-usable household chemicals can be dropped off for redistribution to citizens.

Staff is seeking volunteers to help with the event. Some of the work assignments will include setting up, surveying participants, traffic control, unloading materials, and bulking paint and oil. For more information about the event or to volunteer, contact City of Norman’s Environmental Services at 292-9731.

"Rescue Norman" - Yard Sign Construction

April 24, 2008 - The Committee to Rescue Norman will be holding a "yard-sign" construction event at 606 Iowa St starting on Wednesday, April 30th beginning at 9:00 a.m. All 'off-duty' firefighters are encouraged to attend in preparing these signs for placement in resident yards who are supporting Public Safety and the upcoming dedicated Public Safety Sales Tax Referendum Vote on May 13th.

Also on the calendar for the upcoming election is a 3-day, door-to-door "walk-about" in which 2067 members can champion the cause in a face-to-face literature/education campaign scheduled for May 9th, 10th, & 11th. Union members from all three crews will have an opportunity to lend a hand in passing the word to the community concerning the need of passing the May 13th, Public Safety Sales Tax Election. Each day members are asked to meet at "Midway Grocery" (Chautauqua & Eufuala) anytime after 9:00 a.m. We will team up in pairs and be presented with an area/precinct map, flyers, and instructions. We hope for a dedicated showing of our IAFF2067 members on the day/days of their choosing. (RescueNorman.com website...)

Ohio Senator Looks at National Fire Standards
(Firehouse .com)

April 23, 2008 - According to the International Association of Fire Fighters, more than 100 fire fighters die in the line of duty each year, while tens of thousands of additional fire fighters sustain work-related injuries. Today, U.S. Senator Sherrod Brown (D-OH) introduced legislation that would promote compliance with consensus safety standards to reduce the number of avoidable fatalities among fire fighters. While the National Fire Protection Association (NFPA) and other groups have developed industry safety standards, they are voluntary in nature and often ignored by fire departments. Brown`s bill would encourage the adoption of national consensus fire fighter safety standards and promote fire department compliance with such standards.

"We shouldn`t have to think twice about bolstering the safety of our fire fighters," Brown said. "Our first responders put their lives at risk daily across Ohio. We should take this opportunity to prevent fire fighter injury and death." (Read More...)
